They're PGS subtitles. The official subtitles off the discs. I bought the blu-ray from rightstufanime.
Official subs often are image based, like these are. It makes them easier to view on TVs and making them harder to extract and edit is fine when the company itself will never be touching the files on the disc.
FYI, these are piss subs with slightly more typesetting that you get on webrips (different fonts for songs and signs, and they're placed better). You could extract the text into a text-based file without too much effort, but I can't say whether the translation quality is good enough to justify that.
