So let me see if I've got this straight: Cosmo Entelechia infiltrated the two big countries to start a war to invade the one small country just to get their hands on Asuna? If they could do that, why didn't they just infiltrate Asuna's country to begin with?
It's likely so they wouldn't be noticed while they prepared to end the world. Asuna missing could easily have been blamed on one of the larger countries to sow confusion and chaos, while Cosmo Entelecheia keeps preparing to erase the world from the shadows, with nobody any the wiser until the very last minute and the apocalypse happens.
Ala Rubra just happened to put a few holes in that plan.

No. It's kind of a basic form using thunderous gale as the spell. It looks almost identical to Raiten Taisou, the only difference, visually, being slightly spikier hair and more intense lightning, I think. He just gets faster relative to his base self instead of really, really fucking fast no matter what his normal speed is.
