90% of the characters in HeroAca will be useless because:
1) Hori has too much fun designing heroes and just won't stop, despite most of them never accomplishing anything.
2) Hori decided that the only plotline that would matter is Deku (OfA) vs. Shiggy (AfO). So everyone else exists to cheer them on, or job.
That is why they are all useless. It is the same shit as Naruto and most Magical Academy stories.

Toru - Martial arts. You couldn't see her punch or kick coming, you wouldn't know where she was or what she was doing, hand to hand she should be almost unbeatable. The thing is, as a comic relief character, she doesn't really get to get serious...
Ochoco - She needs a jet pack. A jet belt. Something so she can fly, and direct her herself once she cancels her gravity. That would greatly increase her options. As for her power, we've seen how deadly her quirk can be used wrong. It's not competence that's keeping her from being a killer, it's morals.
Momo - Stop with the cannons. Build guns.
Mina - I'd have her see if she can increase the potency of her acid, and learn chemistry to determine what effects she could create through reaction. Also, she can produce a solution from the soles of her feet that she can glide on, and sprays of acid that can reach pretty far. Can she generate a strong enough blast of solution to lift herself off the ground and fly?
Tsuyu - Not much I can suggest, except to explore sound. Frogs can make lots of sound, maybe she can too, and can use it for something.
Jiro - She needs more offensive capacity. The boot speakers by themselves aren't enough, the exam fight with Present Mic showed that. Modulation, intensification, getting into frequencies that can achieve effects like vibrating glass or human brain cells: She and Mei should get together and see what they can come up with.

The only ones who aren't particularly competent are Hagakure and Momo. Momo is
a perpetual fuck-up who needs to learn how to actually BE creative with her quirk. Hagakure just doesn't get the screentime she needs to be more than a gag character. Jirou has her niche that she's pretty useful in. Mina, Tsuyu and Ochako have offensive capabilities, but we haven't really gotten a chance to see Mina really utilize her quirk to it's full extent (probably because it's fucking acid). JT at least showed that she can at least hold her own in combat though.
That said, they are all still 10/10's that I would happily marry and make mothers.

Nah he's gonna one on one some villain that's going to ask him about his hero name. As they fight, Bakugou has a revelation as he remembers Best Jeanist's words. He'll eventually unleash a powerful new explosion that decimates the entire area and K.O. the villain. As the villain falls he hears Bakugou say something like "Hey, you wanted my name, right? Well, keep you damn ears open and remember this, you shitty villain. If you come around looking for trouble again, you better be ready to die at the hands of Ground Zero"!
...and then back to whatever Deku and Todoroki are fighting.

I'm sure it'll be more like that, and that's all well and good, but I think it would be better if it played on him learning to be a team-player and to cultivate a more heroic image. If, for instance, he was chasing after the big-bad but decided to stop and fight a pursuer so the others can move on unhindered, it would make up for his poor prioritization way back in the Licensing Exam and significantly showcase his growth. It would also be a moment of him acting truly heroic and having a more positive image - a perfect time for a name reveal bringing Jeanist's influence full circle.
Another option to add to the weight of this is if instead of stopping so that his allies aren't hindered he stops so that a bystander isn't killed - then his fight can be about "saving to win and winning to save".
