And there's an exemption listed in those laws specifically addressing "decorative dolls" for collectors. You could also try resending it to another adress (with another customs office), with a customs declaration that explicitly states collector's item or something, and hoping that another customs agent would be more lenient.

Its being sent to another government branch for inspection by request since that was all I could do to not having it sent back immediately, though the guy already said it usually fails. I intend to call in tomorrow and ask them to append the fact that my contention is that it is NOT a toy and that they should test that. Mandarake also said they'd be willing to ship it back to me again marked as Collector's Item, but for all I know that cunt won't accept that marking depending on where and how its done (a Neso is just in a lil clear plastic cover, so the best they could do would be to add a lil stocker on that, if they dont just put it on the parcel itself).
I intend to follow through on that other investigation and raise the issue again when I come in after getting the results for that, and potentially ask to speak to a superior aswell as demand the guy to give me the specific requirements I have to meet IN WRITING so he can't bullshit me any more or be a whimsical asshole, with the potential to escalate it with an attorney to remove that guy from his place.

Maybe change your approach and look up JIS/ISO standards on what exactly toys need to be sold/imported/exported as that category (the CE tag, etc) and present proof to the inspection (not the customs person) that the neso is not a toy, maybe use the lack of tag as an example that it was never intended to be sold as a toy or something. Or if possible just change the shipping method to a courier and let the contracted courier (and by extension their in house customs broker) deal with the german government. It would be extremely rare for DHL/UPS/Fedex to NOT be able to bring something not explicitly blacklisted across the border because then the entire pallet gets held up at the border and they'll lose money from time guarantee delivery windows.
Even if it is defined as a toy I don't even see an issue with importing something that conforms to all local laws made for a domestic market in limited run batches not conforming to EU bullshit. It would be similar to expecting some etsy plush maker to conform to every single countries local laws. I mean it's for personal use/collecting.

Every single international shipping option through a courier (DHL Express, Fedex Eco, UPS Worldwide, etc) all include customs brokerage as a service bundled into the higher price. They hire their own custom brokers to label things under correct HSS codes (in burgerland) and then precollect any applicable import duties/local taxes. It's literally how they pay for their job. When you import something through your own countries' local post office they do the paperwork and pass it to your local customs then if there's no problems your local postal service gets it to you. However, you yourself are responsible for meeting any and all bullshit import laws that may apply like say importing a 'toy' into the EU.
You might be better off consulting an independent customs broker (usually they help to self clear smaller shipments and probably do all the work for larger shipments) or searching around on dropshipping forums for advice. My knowledge only goes as far as getting both duty and tax refunded when I got my customs office to mark a box of yotsuba manga as children's books. Never had to deal with something being refused entry.

Yes, there is a difference between JP post sending the paperwork to your government and letting DHL do it. I assume your local government just contracts out the local portion of UPU agreement to DHL for packages so they don't get to handle it until it clears customs. When sent by private courier the courier handles it on both sides and the customs directly deals with them and not the recipient.
Most logistics companies will have custom brokers but there are some that offer services to the public. This is something you won't really run into unless you import/export on a large scale, basically they know all local import laws and major international ones and push the papers to customs on behalf of companies.

If you choose EMS it sometimes slips through and gets delivered by DHL as an express package but when I suddenly had to show up at my local office because of an EMS package I was told (by either the German Zoll dude or the DHL customer support, can't quite remember) that that's not how things should work.
Normally every EMS package should apparently be sent to your local office.
If you order it via DHL express it should go directly to you since DHL handles everything for you. I hope this is somwhat related to your problem.

I'll definitely have Mandarake send it back specifically via DHL rather than EMS. If you want I can show you the DHL tracking history of it this time as it went through EMS since its in German so you can actually make sense of it, but to paraphrase:

The Patlabor 2 poster was shockingly cheap at around ¥1000. I also got a poster for a Kino no Tabi PS2 game for around ¥3500. I'd wager it was more expensive because I got it at Akihabara, which is noticeably more expensive than their other Tokyo locations. I recall there being a store at Nakano Broadway entirely dedicated to posters that had a small MGS2 one at around ¥8000. One for Policenauts would probably be cheaper since it's a much less popular franchise.
