The story is incredibly barebones, to the point that everything is season 2 and a theoretical season 3 can be summed up in "there's a tournament arc interrupted by monsters banding to together, and then the heroes make a generic capeshit raid on the villain's alliance raid, the end". It's almost completely carried by being character driven, except most characters are either flat or two dimensional at best, with the exception of garou. It's not a lie to say both the manga and the anime get by mostly on visual flare and being mostly well executed iteration of a tried and true formula.

In conclusion: Last Order was telling the truth when she said she didn't think Accelerator was as bad as he looks, and is right, and really cares for him.

First off, AC as a setting is a big charm point and part of why Index is different. I noticed people pointing out how a magic side spin-off outside AC would lose its uniqueness and it's kind of true.

Second, they're kids and their whole life of 14-18 years has been in a closed box that's quite different from the outside world (who we know would use them if found out to be Espers). Even level 0's would come back because they lived that life in the streets and to some degree its way better than the street life in the normal world as there's still some sort of protection.

Watch order isn't super important honestly, but if you're concerned about it then yes, you should do Index first. I stand by that if you want magic-side content you're better of reading the novels in general, but the first season isn't so atrocious that it's not worth trying.

As for Kuroko, she doesn't get all that much better so if you don't like her bit that's unlikely to change. To clarify, she doesn't stop doing what she does now, but she does start doing other things in addition which you may like more. The phrasing "the most soulful and cute pairing I've ever seen" is a bit overboard, even for someone like me who obviously loves it. Especially for someone who claims not to like it, it feels like it's coming on too strong to be sincere. That said if you were being honest then I appreciate that perspective.
