I can agree the last few episodes had so few things going on that the pacing felt horrendous. Last week's episode is quite literally just a conversation at a single location and a massive exposition dump of several new characters (which I feel was unfortunately necessary) and the episode before that similarly had very few major events happen.

The events leading up to the climax at episode 19 however were all tailor-made specifically to make episode 19 more impactful. It's like how people joke that in DBZ the fighters would just stand around for like 9 episodes making snide remarks before actually fighting but more refined.
