Because most anime characters in general don't have any specific facial racial characteristics. They are all intended to be cute. Colourful hair and eye colours are given freely to characters to represent their personalities and make their designs flashy. In pic related there's one foreign character, all the rest are japanese.

It isn't. Half of the "black" people in anime are just Okinawans. As to answer the rest of your question, it's because drawing racial traits properly is incredibly difficult without resorting to stereotypes (inflated flappy lips for black people, gigantic noses for white people, slanty eyes for Japs). Honestly one of the few manga where I can distinguish between whites and asians on sight without it being reliant on stereotypes is Dungeon Meshi. Sureau and his crew look distinctly different from even the Westerners with dark hair and eyes.
But most anime/manga are drawn in an incredibly simplistic style and most mangaka aren't detailed enough to convey such subtle details as racial indicators.

I think it's possible, for instance that one dude in Seitokai Yakuindomo, besides his features being simply more jagged his most noticeable trait is the indent between his brow and nose (as for skin tone he is only slightly lighter than Suzu). If linework was more varied in anime then you could use that pretty effectively as well by making the lines bordering more varied in thickness around the jawline and so on.

Because the Japanese tend to ignore their own racial features in their own animated media, but emphasize most everyone elses besides whites. The problem is just exaggerated by the internet. Most people don't give a fuck, and then there are a small contingent of people who are either super SJW or super /pol/tard.
