Is Mahou Sensei Negima an isekai?

I never understood that. Artifacts from Pactios were supposed to be rare with Negi being an oddity due to whatever reason/99% chance lineage but then camera girl just talks about how she brought one.
I can understand that you could sell pactios, I understand you could sell Artifacts so is there a guy who creates a pactio for you and then just hands you the artifact you want?

Artifacts are supposed to be a rare bonus IIRC, they just seem common because this story is following Negi.

Doesn't UQ Holder reveal that the artifacts summoned with Negi's pactios are all legendary items or something? Like, it made clear that ordinary pactios aren't like that.

Beating it in an of itself isn't exactly a feat, no. Kaede still did have a brief fight with it though and she more disarmed the dragon by breaking the horn. Fate, on the other hand, effortlessly killed it a few times over and petrified it without giving it more attention than a half glance and a single panel.

It's not his most impressive thing, but it's still a reminder how far ahead they still are, despite everyone toughening up in the magical world.
