LoGH's sense of scale is pretty fucked and hard to imagine honestly. There's several times where they report the number killed in a battle and it'll be over 1 million people. I think there's over a million on each large ship actually. Even during that protest where the guards started shooting there was a shitload of people that died.
An average person probably will never seen more than 10,000 people in one place.
No ship in the series contains anywhere close to a million people. Look at the numbers after every battle, both for dead people and lost ships- you'll see the number of personnel per ship is pretty consistent, few hundred per ship, very large flagships can hold upwards of a thousand.
And it makes perfect sense, you want the minimal amount of personnel per ship, this way you can have more ships and lose less people for every downed ship.
The battle scale is just insane, with thousands of ships in every battle. 2000 lost with 500 crew per ship already results in 1 million casualties.
If I'm remembering right, Iserlohn had ~1M people in it when it was just the Yang Fleet there, and ~3M when it was a proper manned fortress, but yeah that's much bigger than your average ship
