It's from the fact that race can roughly be determined by skull and skeletal structure and the earliest example of European (and also Middle Eastern) features are found in corpses from that area. The modern US government however keeps using that category because they're absolutely determined not to give Whites any positive collective identity.

In the original racial terminology South-Asians were also Caucasian. There were three major groups: Negroid, Mongoloid, and Caucasian. North Africans and South-Asians were Caucasian. Turks were actually Mongoloid; I have no idea what native Americans actually were.

Turks were considered mongoloid because at that time it was thought that they were mostly descended from the Turkic tribes that conquered the area when Byzantium fell.

The problem with it is indeed that they assume that genetic descend and language-descend necessarily are one thing.
The original Turkish speakers definitely were but the Ottoman empire assimilated so many genes of whatever nation it conquered and in reverse that when it was all set and done Turks and Greeks became genetically largely indistinct as they are today.
Modern Finns are also genetically very Swedish due to centuries of vertical genetic exchange even though the original Finnic speakers would have been Mongoloid.
