It is a rather simple game where the metagame comes as the hard part. The washizu arc drives things to the limit turning it into downright insanity, so learning really pays off. It will be worth your time.

But to summarize, you get 13 tiles and one you're being dealt. The objective is to form 4 triads and a pair. The triads can either be sequences or triplets. The game is played with 3 different suits of 1-9 and two special suits of 4 wind tiles and 3 dragon tiles. The game is played with 4 copies of every tile.
There are predefined hands with varying degrees of difficulty just like there are in poker, these are called Yaku. The tiles you discard in the "pond" can give you a hint of which yaku the other players are forming.
You can call on other player's tiles as soon as they discard it so you finish a triplet (call 'pon') or a sequence (call 'chi'), or call four of a kind (kan) for a bonus score tile indicator (dora), or even finish your winning hand that round (ron). Calling makes you show some of your tiles so it makes your hand "open" and thus lowers the score of some yaku. Some players call "riichi" to notify others they're waiting for their winning tile only, as this is a dangerous decision they get a bonus for it.
The scoring system is fucked, so you'll learn along the way.
