Also Goku was more of a "villain" than Jiren is. They had to retcon the whole purpose of the ToP to avoid making him look like the biggest villain in history.

It's probably because of how out of control these threads get, it was never like this until the tornement of power began, it was fun while it was still going on but then it got tiresome especially after the show ended. Now it's just what these threads are about now being constant dick measuring contests and kind of put a sour note on the franchise for me

Let's get the elephant out of the room first: none of the antagonists were perfect.
Anime Jiren was cool, but less cool than Goku Black
Manga Jiren has more memorable quotes, but Goku Black was more dynamic.
I will say that nothing will trump hearing Goku Black say "ningen".
His hatred towards ningens and his motivations were completely justified, but present Zamasu was made into a cuck because it started to look like he turned evil because of Goku (which of course wasn't the case, because Goku just sped up the proces).

Jiren's backstory is not as great as Zamasu's.
What attracts people to him is that he is supposed to be a paragon of virtue who maintains his sense of justice.
While Zamasu's (Goku Black the original Zamasu) sense of justice became twisted.

Anime Jiren became corrupted near the end of the ToP, because he attacked the audience but he redeemed himself by learning the value of friendship by being talked no justu'd.

Above them all stands Broly.
Goku Black sought his own sense of justice.
Jiren sought to maintain peace by his own means.
Broly on the other hand stands for unlimited potential.
He never really trained, but achieved power greater than everyone.
His father was drunk on revenge similar to Goku Black and Jiren when he attacked the audience, but Broly himself remained pure and unaffected.
He knew that his father was wrong, but still defended him because he was his father.
One almost can't wish for a better son.
And, as you can see, Broly the purest of them all, is also the strongest.
He's humble, but wouldn't abandon or mock his friends like Jiren did.

TL:DR
Broly is the superior antagonist based on raw potential (in virtue and power).
Goku Black was the most menacing.
Jiren was the most proud full.
