So how and when did Eren do that? How did Eren manage to give such a specific command and select which memories to show to Grisha?

1. Eren speaks while seeing the memories of Grisha. Grisha looks into the future and sees Eren speaking while looking at his memories. Grisha replies. They can only talk to Grisha and other people who had the attack titan. No one else can be influenced from the paths. The paths are just where they access memories from.
2. Eren from the future was there with Zeke to influence Grisha and kickstart the story. This was not shown. The Eren that the story follows is shown completing this cycle. Eren could show Grisha memories, but direct talking, and the ability to send certain memories to exact times in the past is only possible because they're witnessing them through the paths.

But Isayama is making Eren look devilish on purpose but if you look at some panels here and there with the Reiss being killed or Mikasa he doesn't really enjoys it

The Current situation is basically an already written timeloop which, instead of repeat the entire time, just repeat the actions of the AT shifters.
In my headcanon the AT users are basically martyrs who devoted themeselves into this loop in order to give a chance for the eldian race to survive, and the reason why eren is so important in it is because he is the coulmination of this events, since he is the only AT shifter able to use the FT and probably the ending point of the entire titan power/curse (eren want actually sraficate the paths in order to turn the eldians in regular humans and than procede to his true plan).
Basically, for tha sake of the world, the all the AT shifters(eren included) are destinated in repeat the same loop again and again, while the rest of the world will just move on after the last of them(eren) will die (to you 2000 years later, you are finally free from the curse).

If this is right, it would be the perfect bittersweet ending for the manga and isayama will be remembered as the chaddest writer in japanese modern literature

The memory is always static, always belongs to the same person, and the process of seeing it is purely passive (you're never a third-person "ghost" who can walk around the space of the memory, you're just transported into the POV of the memory holder). Hence Eren could never communicate with the past by this method. He needed Zeke to take him "inside" the memories like he did
