Why were so many plot points left unresolved? Was the manga canned?

For example the guy who saved Josuke when he was a kid looked like a hint to some sort of time travel shit happening in the future. Or Echoes act 3 only having one very specific power, when all his other forms had more generic ones. I figured alienguy's plot was left like this on purpose but otherwise it really feels like it just wasn't finished properly

Was never intended and was just meant to be a coincidence with no special significance. The fact that it was a random thug who got in a street fight who decided to help a trapped woman and child is supposed to play into the golden spirit of Morioh.

His first two stands have more flashy, general powers that can do many things, but it eventually narrows down into a practical, useful ability without a lot of flare that can get the job done. Like Koichi, it isn't especially interesting, but it's trustworthy. He likes to play things safe.

Yeah, that one was left purposely ambiguous because Morioh is supposed to be a town full of oddities beyond just the many stand users there. He may have been an actual alien or he might've just been a weird stand user. That's just the way the town is.

This meme is shit and you're shit. There are very few actual "Araki forgot" moments and these are not among them. He may change his mind occasionally like with some villains' powers between their first and later appearances, but it's for the purpose of making a more compelling story.

his power isn't returning things to their original state, his power is repairing things that are broken. their dad was whole and was a functioning life form. Josuke himself explains this.

Not him, but how I interpret it is it's saying Morioh's residents are good people with hearts of gold. Almost all of their enemies became good and even Kira was just a mentally ill dude who had to kill or else he would go through awful withdrawal symptoms. It's not too outlandish to say a random delinquent who came out of a fist fight would save a mom and her son stranded in snow. Why? Because Morioh's residents have hearts of gold and good will always prevail and lead them down the righteous path.
It would actually be really shitty writing if Josuke was the one who inspired himself in a loop.

What the anime does has no relevance to what was happening during that part. They also used some magic sparkle effect and I think made the guy look more beat up than he was in the manga. The anime is probably one of the reasons this stupid claim is still circulating. The guy in the flashback doesn't even have Josuke's clothes. His uniform is missing all of the accessories that Josuke has. The whole scene is also Koichi's interpretation of the vague shit that Josuke told him when he was only half listening.

To be fair, Morioh reminds me a lot of my hometown, except not as poor and shit, and the thing about rural little towns like that is that everyone know everyone. It actually IS unrealistic that someone wouldn't know someone in a small for a town society like that, and how closely knit the people are in Morioh was shown in one of the first scenes in Part 4, when some dude is trying to hit on Tomoko, she hits back and dude tries to call cops on her, only to find out the cop is her relative. It's played out for a gag, but it's plenty realistic.

Well, the fact is that Tomoko didn't question whether she should try to find that kid or not, she definitely tried and definitevely couldn't.

Because if that's all that's meant to be interpreted then he's left a shitload of extraneous details without explanation that are blatantly mysterious, like his injuries, his sudden appearance, and his immediate understanding of the situation, and drawn it all in a way that's a literal and clear view of the events that won't be interpreted as vague. Compare Giorno's flashback in part 5 which is essentially the same thing but is made completely unambiguous. It's essentially the same as if Flashback Man from Jojolion turns out to not be significant.
