He's a massive Arthur-fag and in Fate lore, he possess Excalibur's sheath, So you can summon him using the Avalon as Catalyst.

His noble phantasm enables him to turn anything he holds into Excalibur and beamspam them. He managed to fire one once using a twig.

His second noble phantasm is "Rounds of Lionheart" which is an ability to materialize those with whom he had a bond in life by utilizing his own Saint Graph as a catalyst. Those summoned can be his attendants, retinue, or even mentors, and those recorded in the Throne of Heroes as Heroic Spirits like himself are no exception. Strange Fake has Richard has 7 Pseudo-servants hiding in his shadow.

To be fair the Einzberns also tried to cheat by replacing a class and trying to summon a god, but they fucked up royally.

I always wondered who was the Saber that was summoned that had 2 separate alignments. Gilgamesh comes to my mind since he had a tyranical phase and a wise king phase.
It could be also someone that was polarizing beloved by some and hated by others that ends up with one saber summoned as his workshippers saw him and the other as enemies saw him.

in the VN. her case of a servant is different. she made the contract with the grail to become a heroic spirit as her debt for gaining the holy grail. while the other heroic spirits did it in exchange for their power. it's in the emiya living room in fate route.

Phoenix definitely "deserves" it more. But do you really think Bayonetta, Corrin, or Incineroar "deserve" it?

That doesn't have much to do with that other than her actually remembering shit from last summons, but that's why I said it would be weird if she had been summoned in other previous wars and just decided to not mention it. Either way the reason she was summoned in Fuyuki isn't because of those terms, but because someone had a catalyst connected to her. It's possible a catalyst that has a connection to multiple servants might give her some sort of "priority for summoning" because of that stuff, but I don't think that's really tested

Bayo won the ballot so she arguably did, Corrin I don't see the logic in aside from Sakurai shilling Fates, Incineroar is fine as the Gen VII rep

Why has St Michael never appeared in Fate? It already appropriates a lot from Christian mythos, which essentially paints this guy as the original Heroic Spirit. There's a whole bunch of accounts of him supposedly appearing to prevent tragedies, which would fit Counter Guardians pretty well. And a shield that can cancel abilities relating to divinity would make for a pretty reasonable Noble Phantasm.

Medusa was once human before becoming a monster. Gilgamesh is only demi god. Gods can only be summoned by using human bodies or cheat the system like Artemis. So for Michael to be summoned, they must find a human suitable for him

A bit too strong and important of a player to bring in. King Solomon, a human is one of the top dogs as power goes so far in fate. St. Michael the Archangel whom defeated lucifer and is the leader of God's army's is way overkill.
