Shippuuden had literally a hundred art styles depending on who was animating. You can't just generalize like this to your own liking.
Some times the episodes had shading, some times they didn't.
The manga always looked bad, but it did have a small charm to it.
The anime makes things less of a cancer to the eye, and sometimes looks really good, even better than the manga.

This. Sometimes shippuden looked like garbage and sometimes it was amazing. Pierrot is probably the most inconsistent studio after maybe A1

The manga started with a distinct gritty and ugly artstyle, which the anime cleaned up and standardized to fix issues like balding horseface Shikamaru. Kishimoto was awed by this and decided to adapt his artstyle to it around the timeskip. However, the anime adjusted to this too, leading to a negative feedback loop that made both mediums look more and more sterile as they went on.
Anime and manga are truly inbred.

The og series was more expressive and the characters had unique designs. Shippuden adopted a cleaner style and everyone wore ugly jumpsuits

It had a pretty distinct style pre-anime. You can see it starting to streamline into a more generic style around the time of the Sasuke retrieval arc. Kishimoto's still pretty good but it becomes very clear into shippuden he gave up on trying to make the art look amazing and was dealing more with making deadlines. Dude still shows up on art when he needs to though.

Naruto was always ugly outside of early cover illustrations.
Early Naruto had a really cool ninjapunk aesthetic that meshed really well with the edgy teenagers at the time. Then Kishi fucked it up by attempting to "modernize"
