hmm, ok. See I thought 'delinquent' was mainly the aesthetic of the 'gangs/trouble kids', with the shouting, the samurai warrior culture emulation, the baggy trousers, the deep squatting etc. I suppose they would live on in some places still.
I guess it might be similar if I were to ask 'do punks still exist' leaving it open to interpretation whether I mean 80s leftist skinheads, 80s racist skinheads, 90s sk8/grunge or modern punk?

That exact aesthetic is old but baggy/saggy pants, unbuttoned jackets are a thing but hair is now usually died and looks like jpop/boy band crap, and then maybe they have piercings.
It's like gangster or rapper fashion. You could probably recognize rapper fashion from the 70s to now but you would see clear differences in fashion style through the decades.
