this is entirely possible if that is the key factor for your scale:
you would have to look up the cross section of interest in a variety of subjects from both genders and order rank them 1-100.
1- The lowest ammount of male interest
100- the lowest ammount of female interest
but there could be other sorts of graphs, and you might take an aggregate score of the three to make an average tomboy rating 1-10
For example, some tomboys, are tomboys because of their interests but at first glance they don't outwardly appear all that much like a tomboy- then you have some girls that look and act kind of like tomboys, but aren't as into it as others. An example being Fuuka and Miura from yotsubato&
Miura is outwardly dressed like a tomboy, and has mainly tomboy-ish interests
Fuuka isn't the girliest girl but also isn't totally a tomboy, and falls into the plainish-girl next door-kind of tomboy. But her friend "shimau" is also similar as well... hmm...
You would have to come up with several areas that you could go over for hundreds of charactrs

I think that's the best way I've ever seen it put. Most tomboys (well-written ones anyway) aren't really anti-feminine or opposed to feminine things on a deep level, they're just detached from feminine norms. They can and do sometimes express distaste for feminine things, but that's really just a social imposition, oftentimes the result of the tomboy not wanting to be looked down on. The cute tomboy dressing up for the first time is a well-known archetype for a reason, and that it's well-known at all indicates it works. If dressing up and putting makeup on immediately "betrayed" the concept of being a tomboy then it wouldn't work at all, because the tomboy would at that point just become an average girl. The reason why it works is because it's just another facet of the tomboy's personality; they're not opposed to being cute or feminine, they're just not bound by expectations to be, so when they choose to it's a personal choice to do so.

I would argue that long hair is inherently feminine and that tomboys are the anti-thesis of femininity.
Same principle as flat vs stacked tomboys, except breast size is not a controllable variable on the part of the tomboy, so it's not a personality factor more so than a genetic factor.

That Overwatch Russian character is a body builder but tries to act as a man and as such is not a tomboy (That is why I posted the definition for boyish to distinguish from butch women).
As for looks there are a lot of boyish looking art hoes that have no hints of boyishness in how they act. If we are saying that appearance is a defining factor in what a tomboy is then they are also in the bucket (but obviously they are not at all).
