I don't think this can be used to defeat Cell. I think All Fiction got a power boost in exchange for not being permanent.

Okay, I went to go read the chapter.
Now I can't say for sure, but if I recall correctly, Kumagawa briefly had All Fiction again but it didn't have Hundred Gauntlets as a basis so it was weaker and couldn't erase important things. I don't recall how long his All Fiction was like this, but it would seem that at some point, he re-acquired Hundred Gauntlets. With that being the case, All Fiction is probably at full power again.
Being generous, we can say that it would work as you've described and could erase Cell.
However, there was an instance wherein All Fiction with Hundred Gauntlets as a basis couldn't erase something earlier in the series, and that was Emukae's Minus. That being the case, I still think it's possible that he was only able to erase a person because of Unskilled.
