It wasn't a timeloop, it was just multiple branches where almost all of them ended in Ayame dying. Plus it's only the first part of what's basically a three-part story so it would require several episodes, especially since Azalea basically ends raising more questions than it answered.

You could easily write it as a timeloop and fill in the gaps in a proper 12-26 ep. anime though.

I think the main problem exists in that there is no real explanation for things. I think if handled properly it would make for a compelling argument. Think of Konoha like Homura, someone who should become a good leader who just loses it because of the constant death of someone, whereas Hazuki is basically just Sayaka with a twist. Ayame is just the macguffin.

What I think it really needed is another character to really round out the crew, I think if done properly and with more exposition it could actually be worth it, but there are definitely better stories to adapt.
