Maybe it's been too long between season 1 and 2, but Bell feels really out of character and oddly meek for this arc. And I don't mean because of something like when he was getting assaulted by the toad, I mean how he just listened to Aisha's story and was just unable to give a proper response and just shut his mouth.

By Volume 15 he's made one that she considers "so-so," which is pretty good, but he's determined to keep going.

It's a bit different compared to the usual fare. The time's when he's really gone all out have been primarily against monsters. All the way from the Silverback fight, to rescuing Lily, to fighting the Minotaur and finally the War Game. Only once has he had to fight another Familia, and in that scenario, the other Familia was the aggressor. Here and now, though? Through and through he'd be the aggressor and, by association, so would Hestia Familia. Ishtar has more Level 3s (think Hyacinthus in strength) than Hestia Familia has members, not counting a dozen or more Level 2s and their Level 5 captain. Waging war on Ishtar would be damning not only himself, but his entire Familia, and there's a chance that Hestia would be banished from Orario much like Apollo was. Before, he had nothing but himself and his Godess, which made it easier to be riskier, because he was risking only himself to provide for the Goddess he admires.

You also have to realize, the kid is 14 and just that, a kid. He's especially childish in that he seriously idolizes the heroes that he grew up reading about, to the point that his one and only skill (that he's aware of) is based on a "heroic desire." Now balance that with the fact that, time and again, it's been emphasized that the heroes he loves do not save prostitutes, or even worse, die/fail because of prostitutes. He's having to weigh his Familia's very existence, and the ideals of the heroes he idolized against the plight of one girl. He knows what he wants to do, and what he believes is right, he's just scared to hell of the consequences.

All that being said, this particular volume is his first step towards become something more than just the typical hero. It'll be fleshed out later, but this volume in particular sets up the foundation for the new path that he'll walk. It's a prelude, if you will.
