It became more about introducing cool new stands which meant that they had to have a LOT of filler characters and massively expand the main cast to facilitate more Stand Users.
If Part 2 had Stands, SHIIIIZAAA, Lisa, the two instructors, Susie Q, Nazi Guile and that one random italian soldier who got his face sheared off would have a stand and at least 2 cool fights to use it, and as such there'd be a good 20 episodes of fights against mini pillarmen with gimmick stands to give the other characters something to do.
Hamon let Joseph/Jonathan be the main character and as such, the story felt far more tight.
