What? There are dozens of seinen magazines still in circulation. Some seinen series even get anime. But they probably mostly fall under moe. Not all of them though. Looking through the current season Sounan Desu Ka, Tejina-senpai, and Vinland Saga (though it started as shonen) are adaptations of seinen manga.

No I'm talking about stuff like One Punch Man and Tokyo Ghoul. Neither of which I read but they're seinen still.

What has been demonstrated, is that it is insufficient to ban generals, but rather to impose long-term bans on the people who post in them.

my own preference would be to ban extremely short replies (invariably low quality memespam or replybait)
or to impose longer post timers (1.5-2 minutrs seems reasonable)
or potentially, rather than slowing the total post rate, to impose timers of (~15-30 minutes before new threads can be created)
