Tamamo is actually one of the strongest due to her being an avatar of a Sun God, but using that power is just like Vlad going full Vampire outside of his Beserk class, which is something that she isn't going to pull out under normal circumstances.
But if she gets summoned in Japan, she will get a huge boost, probably enough to fight with the 5th War servants save Saber and Beserker

Strength wise, that's questionable. Assuming she's penalized as lancer in the strength stat, and assuming there's strength boost from mad enhancement that won't be equitable to the Saber boosts I'd put her at a natural B, B+ or A-. In the former it'd put the lancer strength penalty at minus one letter grade which lines up pretty nice and the berserker strength bonus at one letter grade.

Archer herc is one of Nasu's "hands off, only I get to play with this" characters. That's why Alcides is a thing.

Tamamo is a flawed character, and more interesting thatway. She tries to put on a happy face for her master, but once you get to know her during her route, you get her to open up to you and reveal her true nature. Her being a murderer is a part her backstory and lore, and it's treated seriously, without an attempt to make light of it. Compared to writers' favorite "misunderstood" Nero, Tamamo comes across as much more humane and alive despite her flaws.

If Shirou starts thinking something stupid and trying to justify it as his SEIGI NO MIKATA Gilgamesh would put him in his place rather quickly, and showcase him not only why that idea is stupid, but bully him because of his way of thinking.
