Because there is no way that anyone could possibly have known that Carne's Stand ability works after Carne's death, yet Carne clearly went into full kamikaze mode and ran right into Mista's bullets. So even if Notorious BIG had abilities even while Carne was alive, the way the narrative is presented it's clear that Carne baited Mista into killing him, which would only make sense if he knew about Notorious BIG's full ability.
