It's not wrong, it's correct in that situation. When you see ruby text used for speech, in-universe the character always uses only the top part.
If you look at when writing was first brought into Japan by the Chinese, they would approximate the meaning of Japanese words with Chinese characters, write it down like that, and to read it you would need to guess which word had that kind of meaning. That's why some versatile words have multiple "spellings", like 見る/観る/診る/視る, 聞く/聴く/効く/利く, 変える/替える/換える, 帰る/返る, 止める/停める/留める/泊める, etc, as well as why some kanji have many different readings like 生/生きる/生まれる/生える/生す. The "borders" between Chinese and Japanese words were different so merging them together fractured everything even further.
This way of using ruby is a modern re-imagining of that concept. You take a certain phrase you want the character to say, but also write down the more figurative meaning that you actually want it to convey.

Hypothetically, what is the absolute IDEAL way for someone to get into Symphogear? I was thinking about this while rewatching everything to prepare for XV. I realized that Symphogear is one of those few shows that actually benefits from the weekly format, not only because so much happens every week but in the sense that it gives viewers time to listen to the music in between episodes. At the same time, the show itself is so exciting that's it's hard for viewers who have all the episodes to say "I'm gonna take my time and watch one episode a day and then listen to the music that was played".
