yes and no. I mean, the church serves an important moral function in their society, which is constantly on edge because people randomly become fire monsters. The clergy we've met have largely been good people. It has its dirty secrets though, like a secret assassin squad.
The real issue is that the church was founded hundreds of years ago by the main villain specifically to guide the populace to be sun worshippers. So, even if it's not directly serving the villain at this point, it's moving things towards the villain's goal.

This was another rough episode, what's up with the direction in this show? Well I hated the entire Hibana's plotline in episode 6 and 7 (she's basically a caricature of a villain, then turns into an angel because she gets punched in the face by someone who says he wants to be a hero, wtf)
And in this one, again we're presented another caricature of a villain... It's like everyone is 100% a hero or 100% villain with no motivation at all (dumb motivations is the same as no motivation) for acting like they do.
This feels more "black&white" than a game of thrones episode.

The only thing new about Bones doing BnHA is the way they're adapting it with one season a year, they're old hands at adapting popular shounen series. Ufotable mostly does video game animations and is practically on retainer for Type-Moon at this point, so this is a first for them doing a weekly manga adaptation. this scene would've hit 10 times harder had they built their interactions/relationship over a few episodes, so in this one we see their relationship break apart when she sees who he is. but instead we only really learn how much she cares/worship him at the same time as we learn about the shady stuff, +/- a few seconds.
it's like the show is telling us "see how close they were, so be sad now".
instead of showing us how close they were over a few episodes, so we naturally feel sad when this shit happens.
but before this episode we had no reason to believe she even gave a fuck about him (if anything I thought she would be all over the captain, given how protective she tried to be in the first lecher lure episode).

It's a pretty face that's worth tuning in to each week for lighter fun. The character writing feels particularly rote even when compared to its contemporaries. It's still all coherent enough to be enjoyable on its own and the excellent visual direction can carry it through.
