I think what you're talking about is in Yokohama Kaidashi Kikou for a small bit. It's not a huge part of the series but one of the characters worked on one in the past and it comes up at one point in the current story.

I imagine they may be useful for reconnaissance if what you're wanting to look at is near water (though apparently they'll work on land too). And they fly low and so are less susceptible to showing up on radar.

What's sad is that Russia doesn't seem to want to preserve any of the cool shit from that era, the Lun is just rusting away in dry dock and those shuttles are locked away in hangers in Kazakhstan
