Freeza was the real Big Bad of the DB universe. Alluded to long before he ever showed up, notorious for destroying the saiyan homeworld and setting off the events that started Goku's story in the first place. The whole setup to Goku fulfilling the SSJ prophecy was the real meat of the whole tale, and Frieza was a perfect archenemy - a cold, calculating, ruthless dictator, sitting atop a whole heirarchy of lesser villains. Bringing him back for all the shit in Super was basically fanservice - all of Super was, more or less.

The majority of the tournament of power was filler, and I'm not saying that to compare it to the manga which felt rushed more than anything. The amount of padding and useless shit they injected into it, bearing in mind that it was a 48 minute tournament, should not be allowed.
