People joke about the Namek arc's length, but between Namek and Freeza himself he had far more and better build up than any other enemy in the series
Freeza was the real Big Bad of the DB universe. Alluded to long before he ever showed up, notorious for destroying the saiyan homeworld and setting off the events that started Goku's story in the first place. The whole setup to Goku fulfilling the SSJ prophecy was the real meat of the whole tale, and Frieza was a perfect archenemy - a cold, calculating, ruthless dictator, sitting atop a whole heirarchy of lesser villains. Bringing him back for all the shit in Super was basically fanservice - all of Super was, more or less.
Compare the Namek arc with the Cell and Buu arc.
Seriously, the Namek arc is literally the end of the series but the series has gotten too popular and thus must be continued. Everything else was just bullcrap moneygrab
Well, Cell ended up being just a poor man's Freeza and Buu was literally a pink retard in all forms. Freeza wins out by default.
People like cool, charismatic, unapologetic, larger-than-life villains, no matter how much they may pretend they don't to feel smart. Also he's the Emperor of the Universe. Toriyama blew his whole load there.

He does that with literally everyone, how is that a point against Freeza? He even offered Freeza a chance to fight again on Namek. That's just Goku's nature. Vegeta is still scared shitless of the threat Freeza poses.
The majority of the tournament of power was filler, and I'm not saying that to compare it to the manga which felt rushed more than anything. The amount of padding and useless shit they injected into it, bearing in mind that it was a 48 minute tournament, should not be allowed.
