The Buu Arc is also full of plot holes, but at least Buu as a character is pretty fun to watch. Cell lost any sort of originality after becoming perfect and just became a Frieza clone.
I guess this happened cause Toriyama kept being fucked around by the editors who wouldn't let him write the story he wanted to do, and thus created a clusterfuck made specifically for marketing hype.

the secret is the entirety of Dragon Ball actually sucked. It's a manga being written by a gag author who doesn't want to be serious and just wants to do gags, but his ability to draw and panel fight scenes was good enough to captivate generations but it never matched his writing ability because at the end of the day he only wanted to write gags and draw what he wanted, so actually planning shit out actually gets on his nerves.
