Make it more focused, give the characters more development. What I mean is, make the part's general tone and pacing actually consistent instead of making the first half slice of life, and then only introduce your villain(by the way, the best character in the whole part) 2/3rds into the story. Make the community actually seem like a community rather than just a bunch of background characters. Make it longer, with the overarching plot more centered. Give Josuke more of a personality, and an actual beef with Kira besides "you killed a middle schooler I knew." Have Kira kill more relevant characters.

What part of it was confusing? It's an easy to understand shounen.
There wasn't a two episode long flashback arc at the end of the season to explain to me the theme of the story.

It's easily the best (finished) part, but a part of the appeal of Steel Ball Run is how it basically remixes aspects and concepts from other parts of the series into something new.

I'm glad you remembered Highway Star and Josuke and the gang scamming the lottery, but part 4 is full of crazy good shit. I love how some of the fights are really just encounters with weirdos that just need an asskicking to smarten up. It's much better in the manga though. I wasn't happy with the anime at all.

Kira really should've killed Yukako. I thought they were building to that, with her coming back for Cinderella, her having a rancid personality, and Kira specifically targetting beautiful women with cruel attitudes.
Part 4 was great after 3's globetrotting adventures. Stand bullshit in a happy little town is a fantastic departure.
The first quarter or so of Part 7 is very weak. Worse than part 6 weak. It takes a while to settle into a groove. Basically, it picks up as the conspiracy B-plot starts to steal focus from the race. Steel Ball Run reaches untouchable golden god tier at the exact page the snow falls. It stays there right until the very last panel for the part. It's incredible that Araki kept it as good as it is for as long as he did, given Jojo yo-yos in quality like a motherfucker.
It's still ultimately a Jojo part though. If you really don't like Jojo, part 7 might not change your mind. It's just the Jojo part that shores up Araki's biggest weaknesses the most.

Koichi is horrible. He repeats the same development in two of his arcs, going from timid to badass. Then he dates a chick who kidnapped and tried to murder him. Same with Rohan, he befriends the dude even though he also kidnapped and tried to murder him and his friends. Although this all goes back to Part 4's writing/storytelling being fuckawful.

The cells are FUSED with Papa Nijimura's, using Hamon on him would result in death, that was Keicho's goal not Okuyasu's.
