Yes, Deku's rescue attempt against the Slime Villain showed him he had everything it took to be a hero, except the quirk. He'd have probably gone on to be a great firefighter or policeman if All Might hadn't shown up again.

isn't it established that you can become stupid strong without a quirk in this universe and if your dexterous with a good enough weapon you can take out a shit ton of low level villains.
