I think that's the point of his character. He's the archetype of the prettyboy rival with overpowered abilities. Usually this character would be in an antagonistic relationship with the main character, but in this case Bakugo holds that role and Todoroki has a good relationship with Deku. He's incredibly socially awkward due to his sheltered upbringing despite being handsome and popular, and struggles to connect with other people. He's boring because he, actually, has a boring and inhibited personality. And part of his character development is learning to overcome that and grow into his real identity.

Because his entire conflict is already resolved and there is nothing new that makes him interesting. His powers also became uninteresting as fuck once he resolved his conflict with them. He may not be interesting but he is not a bad character at all.
