I think that's the point of his character. He's the archetype of the prettyboy rival with overpowered abilities. Usually this character would be in an antagonistic relationship with the main character, but in this case Bakugo holds that role and Todoroki has a good relationship with Deku. He's incredibly socially awkward due to his sheltered upbringing despite being handsome and popular, and struggles to connect with other people. He's boring because he, actually, has a boring and inhibited personality. And part of his character development is learning to overcome that and grow into his real identity.

If this was Horis intention he's doing a poor job conveying it when he has the cast half in love with him.

todoroki should have been a girl.

None of the characters actually "love" him. They love his physical appearance. He's hot. None of them are actually close to him in any way whatsoever, only Deku has managed to connect him even a little bit and because of that Todo is very loyal towards him.

Yeah, the fact that Deku managed to reach him makes their relationship interesting, specially because no one else before called him out on his shit.

Deku pretty much stopped giving a damn about todotoki after the rescue arc. Hence forth less interactions.

Unfortunately because he has a good design he attracts that kind of attention. I'm not sure if Hori will give us the kind of payoff he should get, which would optimistically be opening up more to other people, learning to love himself, and not being afraid to be abandoned the way his mom did to him. He's already made progress by not shunning the class anymore and going to see his mom for the first time.

The entire class of A1 isn't interesting so I don't know why that's surprising.

No. Bakugo is closer to Sasuke.

Because his entire conflict is already resolved and there is nothing new that makes him interesting. His powers also became uninteresting as fuck once he resolved his conflict with them. He may not be interesting but he is not a bad character at all. Other might be more interesting but they are awful character like Deku for example which is completely forced to be interesting since he is the protagonist.
