Akatsuki. The PT has members that are not very strong fighters, but kept around because of their unique abilities. Even the strongest of PT such as Uvogin is merely equal to the weaker fighters on Akatsuki. Hisoka could probably defeat Sasori, and Chrollo could perhaps outsmart some Akatsuki like Deidara, but in an 8vs8, Akatsuki would stomp the PT.

Somehing that always annoyed me was why did the phantom troupe stay in the shadows?
They killed the entire mob and rooms full of people. Could an army take them down? And if they killed all the buyers, who were they going to sell all that shit to? And why even need money at all if you could destroy a country in an hour.

I prefer hxh over Naruto but the only members of PT that I can consider well written or relavent are hisoka and chrollo.
The others are just your typical Saturday cartoons villans which doesn't mean they can't be likable but still not really anything memorable.
Akatsuki members are more iconic and memorable and they can be their own charismatic antagonists without being In a group that defines their interests and motivations.

Aura > Chakra, bullshit eye powers > hatsu, everyone except Obito, Itachi and Pain are killed almost instantly by being useless jobbers that can't tank bullets with aura and the previously mentioned 3 win through hacks unless Chrollo out hacks their hacks as Aura is basically omnipotent under the right circumstances, also characters in naruto are fucking morons in general.

Sasori can poison everybody his puppets touch and can summon 100 fodder easily
Kisame can make that huge ass water bubble and turn into the equivalent of a tailed beast
Hidan can't be killed
Deidara has literally nanobots that explode inside you, can also fight from high distances in the air
Kakuzu has 5 lives and can basically perform the highest form of every elemental jutsu
Konan and Zetzu are fodder
