From a thematic perspective, a woman who displays her sexual characteristics openly is something that makes men very self-aware. Since Simon is the main character, and the whole series is about his gradual maturation, Yoko serves two purposes. She's a beautiful woman who awakens his nascent sex drive, and then drives an initial wedge between Kamina and Simon. This inadvertently leads to Kamina's death, because women can be destructive if they're not aware of the men around them. It displays the negative aspects of both sexes as they clumsily navigate burgeoning sexual maturity. It's wonderfully inverted in the second half, and redeems both characters from their mistakes as Simon goes on to become the father of a new society, and Yoko goes on to become a motherly figure, a schoolteacher. In the second half both characters embody the positive aspects of male and female sexuality, Simon's patriarchal willingness to fight against all odds for the safety of his kin, and Yoko's matriarchal nurturing. Yoko's aspect is muddled a bit in the second half because of the nature of the action genre, and the fact that she's not the lead, but overall it's still wonderfully done.

And yes, her scantily clad nature is absolutely necessary to her character. It's the destructive aspect of her femininity and it arouses Simon's jealousy. Contrast that with Nia, who is very childlike and perfectly innocent when Simon finds her. Note that Nia never gets anyone killed, at least when she's not being mind controlled by the anti-spiral.

She's there to show that you shouldn't chase older women who are out of your league, especially if you're a beta.
You'll have a better chance with someone childish and naive like Nia who doesn't know any better, but girls like her aren't real and that's why you're still a virgin.
