If Issei loved literally everyone, with no regard to morality, I wouldn't be able to respect him. I don't want him to become a battered husband, or the other girls the sort of people who would ignore abuse of the man they love.

Yes, because that's the kind of person he is. (And because they're pretty awesome, in a way that Raynare will never be.) But there's a distinction between 'guy who prefers to let his spouses handle the heavy thinking stuff' and 'guy who accepts the unacceptable'. The first personality is natural, the second is forced and broken.
There are plenty of dogs who are total blissed-out cloudheads in everyday life but can fight to the death if threatened. Issei reminds of them, and I don't mean that in a derogatory way.

If you believe for even one second that DxD, or Issei for that matter, are that deep then you're fucking deluded. DxD is literally just a series of one-note characters, with the villains being especially awful.
Kokabiel - paint-by-numbers "I'm bad because I believe my race is the best" villain, one of the first fallen angels to ever exist, gets punked out by some loser chuuni that happened to be super special because he's the great-great-great grandchild of the original Lucifer and has a ultra powerful mega dragon sealed inside him. Never seen or heard from again.
Loki - wanted to end the world just because. Also loses to a bunch of teenagers in high school despite being a god. His fight sets into motion of one the cringiest things about DxD, the existence of other worlds and the "Chichigami". Will never been seen again, same as Kokabiel.
Rizevim - literally just evil because he's bored and because he's a weak shitter of a devil that can't compare to Sirzechs or Ajuka despite technically also being a Super Devil. Entertaining, not actually a deep character. Grandfather to the aforementioned loser chuuni, is also a loser chuuni. Somehow manages to be the most successful villain.
All of the Evil Dragons - they're literally called EVIL dragons, and just because they like to fight a lot and are "brutal", except for Crom because he's a "good" Evil Dragon and not one of the bad guys like Nidhogg, Grendel, or any of the other jobbers.
Hero Faction - had potential to be something of note as an all-human group, all potential went out the window when Cao Cao was revealed to be Vali 2.0 and stopped caring about destroying "monsters" like devils, fallen angels, dragons, etc and instead just wanted to have really good fights. Also they're all good guys now, because of course they are.
Hades - supreme fuckwit that tried to create Super Devils, accidentally made two that are stronger than he is despite being set up to be the "final boss" for this last arc of DxD. Complete non-threat of an existence in a story where gods regularly get stomped out by children. Hates other religions because other religions = bad, religion that worships me = good.
There are several I'm not even going to bother with, such as Nyx (literal joke villain that had supremacy over virgins), the vampires (puppets for Rizevim), or Raynare's group of losers (the only person to have anything resembling an actual character here was Raynare).
The protagonists, Issei in particular, are almost as bad, only being saved by the fact that they have more time to air out what few traits they actually have before being shuffled into the background so the author can introduce more new characters he doesn't know what to do with. DxD is probably one of the shallowest light novel series I have ever read, beaten out by the likes of actual garbage like Arifureta.

With money subbing in for Sacred Gears. Boosted Gear in and of itself is fucking stupid because, unless you intend on writing an overpowered character from the start, it literally can't work unless your character is weaker (and dumber) than a dog.

Diodora was nice, Kuroka started as a villain and was scary as shit
The entire old Maou faction was really good for as long as they lasted but they appeared during a massive power creep period
Ophis was a really cool twist on a cliched archetype
You really need the fundamental part of having the power of a legendary dragon inside you and meeting girls who can appreciate said power
Personally I wouldn't have done things too much differently from Issei except trying to experiment with the boosted gear and nearly die early on, then get Rias fussing over me doing dumb shit
According to how the boosted gear works your body collapses from energy overload if you use it without being able to sustain the energy from it
Because it's really heavily inspired from F/SN so that's how it works and this allows for constant growth
It's not about intelligence and strength, unless the boosted gear can boost conceptual properties and then you can just cheat and Issei is indeed dumb

Wasn't even that much of a villain. He wanted to marry the woman he was promised because he believed it to be his right and, legally (presumably), it WAS. Ultimately, was just a stuck-up snob that got his shit rocked and became another good guy. Rias doesn't even seem to bear him any grudge despite their history.

Shalba also gets blown the fuck out instantly before that volume is even over, only survives so he can come back and get destroyed for a second time.

Abandoning said little sister and causing her psychological problems until she stopped showing emotions altogether - bad. Abandoning said little sister to be executed for older sister's crimes - bad. Joining a terrorist organization - bad. Does it matter? No. Because she has big tits, so why should it matter if you scar your siblings emotionally?

The entire Old Satan Faction literally never mattered. Katarea shows up halfway through a volume and then dies to Azazel. Creuserey gets shit on by Sirzechs despite being powered up by Ophis, treated as a throwaway antagonist. Shalba, destroyed by Juggernaut Drive. Rizevim and Vali (was Vali even part of the Old Satan Faction beyond the fact that they were both in the Khaos Brigade?) were the only ones to matter and it feels like the entire faction was made just to introduce those two characters.

As for the Boosted Gear's limitations and whether or not it can boost "concepts", who the fuck knows? Ishibumi certainly doesn't, considering he never elaborates on it or anything else related to how DxD's magic actually WORKS. He explained demonic power as just "imagination + power" and that doesn't fly with me, I'm sorry. It's fucking stupid.

Truly evil characters can be rare in a setting, that doesn't mean they don't exist or that they're somehow grey because everyone else is.

I'm not saying it doesn't count though? I'm saying the exact opposite - that she counts but was wasted, and the rest of her group might as well have no existed and they should have had their minor roles all compressed into Raynare's.
I think that even though her screentime was short, she had a lasting impact on the narrative and how we are supposed to view Issei's character.
Really, it all comes down to the fact that there are too many characters. Thirty thousand factions, mythologies, pantheons, and organizations that Ishibumi has to fill with characters and that would be fine if they weren't actually relevant individuals but when you have gods and the like jobbing out to high school retards then there's nowhere you can go from there. There's no reason to ever take any character seriously, villain or otherwise. Rizevim was the last semi-threatening villain because he succeeded in his goals several times and, in a way, won by unleashing Trihexa. Of course, that didn't matter because Trihexa just got sealed again by the faction leaders, not to mention the fact that there's an entire other world with a final boss that would make Great Red, Trihexa, and Ophis all look like shitters, but whatever. He died believing he ended the entire world and that's something.
That's what I loved about Issei. He was thrown into a group of weird badass vampire-servants, and instead of moralfagging or trying to destabilize them to become Hokage, he went "That's awesome and you guys are awesome, now let's start working through your tragic shonen backstories."
A lot of supposedly compassionate protagonists never show any interest in or appreciation of the people around them. Issei bucked that trend.
Part of the problem was that her impact wasn't pronounced. She gets brought up suddenly during v10 as the reason why Issei is such a pussy when it comes to anything related to women, because he's afraid of being tricked again, and then that issue resolves itself. It's never mentioned again, as if trauma is so easily resolved. If Issei's brain problems could be fixed by everyone having a group hug and saying "No, we really DO care about you" then they never should have manifested in the first place.
I have no issue with irredeemable villains. If anything, I prefer them. Things shouldn't end with the group of protagonists just growing infinitely large because the main lead is the greatest, nicest, kindest man to have ever existed in the cosmos. I want the villains that are supposed to have a lasting purpose actually have some character to them, instead of being a caricature of what "bad people" are supposed to be.
You have a point. Entire settings revolving around one totally clear, all-important hierarchy don't really make sense, but settings that are just a fancy game of rock-paper-scissors aren't that much better.

You misunderstand Issei, his issues aren't complex psychological problems, his issues are, as I said above, his inferiority complex and his dreams of grandeur which are at odds with each other
But his inferiority complex is weird, meaning that since he knows he's stupid, he thinks that if someone else tells him something he'll readily change his mind about something
Meaning he believed women were out to hurt him, then some women told him it's not true and since he thinks he's stupid and everyone else is smarter than him he started thinking women weren't out to hurt him
He needed outside help because that's how Issei works
Freed admitted that he never gave a damn about the Church or God, just the idea of killing things. When he decided that joining up with the fallen angels would let him kill more things with less restrictions, he bailed on the Church immediately.
Riser was an antagonist, not a villain. He was portrayed far more sinister in the adaptation than he was in the light novel. In the former, he's flat-out about to kill Issei during the Rating Game as some sort of macabre punishment directed towards Rias. In the latter, he acknowledges that Issei has an absurd growth rate and that intends on nurturing that once he's married Rias since it would look good for his wife to have a strong peerage. He was never out-and-out evil, or even remotely villainous. He was a spoiled brat that demanded the wife he was promised without a care for what she wanted, yes, but that's not evil, that's just him being a shithead. And his entire mindset flips back to being a good person when he gets his skull knocked around anyway.
Kokabiel was awful, straight up terrible for what he should have been. One of the original leaders of Grigori, literally an existence created by the Biblical God to watch over human beings. He should have been strong, at least as strong as Baraqiel, and instead we got some war-obsessed jobber that looks more like a demon than the devils in DxD do. Kokabiel exists for a single light novel and in that time he managed to completely remove the idea that the fallen angels could ever be any real threat to any faction at all. If this guy, who somehow managed to live during the Great War despite being a horrifically weak fuck, is in a top position at Grigori then who can they ever hope to win against? How were they not just utterly obliterated during the war?
Good intentions or bad intentions are irrelevant in these circumstances. Kuroka never got her due for ruining Koneko's life, even if that was due to actions she took to make sure Koneko's life was saved. There's no point to saving your sister from medical experimentation if the government decides to kill your sister as retaliation for you murdering someone else. None of this even mentions the fact that Kuroka that the best course of action after all this was to try and kidnap her sister, even threatening to kill Rias and Issei, two people she's formed close emotional attachments to, if Koneko refused to come willingly.
And, personally, I don't care for Lilith all that much. Feels like she's just a side-grade of Ophis. I'd have preferred just Ophis herself instead of Ophis and Ophis 1.5.

And during the Great War power levels were a lot lower, Sirzechs is said to be 10 times more powerful than the original Lucifer the longinius wielders were less people and a lot less powerful
Remember Riser, that was defeated already was supposed to be one of the strongest devils, mostly because he just doesn't go down unless you abuse rpg weaknesses
The number of ultimate class devils is really low anyway and surviving the war doesn't mean you're stronger than those who dies, otherwise Kokabiel is stronger than God
Kuroka appearing as evil was pretty much just bad writing, the reader is supposed to see her as Koneko's evil sister, until it's revealed that the conspiracy theory that were posted on devilchan were actually true and Kuroka was framed and it was all a cover up, despite the plot holes
