Yeah, because the beginning is trying to adapt the beginning of the light novels. The author, Hajime Kanzaka, admitted he didn't really have a plot going in the beginning, which is why it feels so slow. Personally the first season is difficult to get through until the second half of it (that is, after the filler resolves).
Meanwhile, Season Two adapts the story better than the light novels (in my opinion), and the third season, TRY, has a pretty explosive story with one of the worst filler breaks I have ever seen. The animation works better when you supplement them with the OVAs and movies.
