Taking over the host is what the bijuu do. The Juubi tried to take over Obito but failed, the Kyuubi tried to take over Naruto several times and failed, and Kumogakure had training grounds to help jinchuuriki stop bijuu from taking over their hosts. In all cases the jinchuuriki's will must triumph over the bijuu's to prevent the bijuu from taking over. You can argue semantics all you want but she defeated him.
