How are there people who think that Toga is actually going to be in some kind of relationship with another gag character or in a legitimate love triangle with Deku and Ochako?

He doesn't know what to do and can't make a perfect plan and has to rely on bets and luck. During this arc he was basically powerless and lacked self esteem, the whole arc is also about him finding his self worth, he says he got lucky because he doesn't believe in himself. Once he got some confidence he no longer needs to justify his victories and at the same time doesn't need to rely entirely on wagers to win.

That's character growth from a character flaw : a good thing in a story
