While its true that initially Lulu acted just like Charles in using & discarding people without care (with the exception of Nunnally, Suzaku & C.C. after Narita), he grew past it. During the R2 Lulu himself makes it clear that the ordinary friendships he had with his student council friends mattered more to him in hindsight than he had given credit for in sharp contrast to Charle's "meaningless lies because masks people wear". Lelouch's entire stick in resolving his daddy/mommy by killing his parents and denying their dream was that people didn't lie just to be selfish & in ideal world even strangers could be kind to each other. Lelouch was ultimately idealistic optimist which was the key difference between him, Charles & Schzeinel. Charles was ultimate pessimist about human nature so his plan was to turn them into a one big entity to make lying literally impossible. Schneizel was cynical realist who wanted to preserve status quo by force since changes could be negative. Meanwhile Lelouch's final creed was belief in humanity & positive future, that if given a chance humans could get past their differences without need for entity to control them from above.
And that was what the Zero Requiem was all about. It gets strawmanned into world peace by retards who didnt pay attention to the last two episodes of R2 despite Lelouch outright saying in the final episode that ZR was gamble that gave people to create their own better future without it being enforced on them by someone else. Admittedly Lelouch had rigged the conditions for it to be as favorable as possible such as creating common figure of hatred across the world through shared suffering, destroying the main source of wars by blowing up Fuji's Sakuradite, having Zero as the ultimate symbol of justice to rally behind + Geassed Schneizel handling the practical difficulties.
tl:dr: While Lelouch was most similar to Charles among latter's kids, they were very different

To be fair that only happened because his father's incel brocon big brother killed Lelouch's mommy because V.V. was jealous about Charles not paying attention to his oniisan anymore. If Marianne had not died Lelouch would have grown up to be similar chad like Charles. Lelouch did respond to Suzaku with Charles' catchphrase ("What of it?") right after he killed his parents. Then wore the mask of an evil emperor whilst having good intentions, like his dad. Not exactly the same of course, but the similarities are eerie. If the differences weren't made apparent, people would take note of how characters really mirror each other. That aspect of CG was well done, to be honest.
Something else that was interesting to note was that no one in the royal family seemed to really care about being the emperor/empress of the most powerful country in the world.

Interestingly there was one scene in R1 where Cornelia & Euphie talk with each other & Euphy mentions that she hates the policy of discriminating Numbers and Cornelia replies that to change it she would have to become Empress. I would be happy if Sunrise developed spin-off where Euphie really decided to go for the throne, would be interesting to watch how that would play out. As long as its given to different team than the retards responsible for Akito at least.
