Jutsu should have stayed simple with clever utilization being the focus of fights. Sasuke throwing shuriken Naruto was sick. Naruto’s 15th new rasengan was not.

It's forbidden because it can kill the user if you don't have a deep chakra pool. The other clone jutsu need an element around to use. ie you can't use an Earth Clone if there is no earth around like on a boat or in a building, and you can't use a water clone unless there is water around. A shadow clone can be used anywhere. I don't know if the other clone jutsu will retain exp like the shadow clone does. The scroll itself was most likely worth more money than the jutsu, because it was written by Tobirama. There are collectors in the world who pay high prices on the black market for unique things like that.

This is the forbidden technique Naruto learned from the scroll. It's not just making Shadow Clones, although he learned that by extension, but this specific move that instantly spawns a whole lot of them. It's forbidden because it can just outright kill anyone who doesn't have Naruto levels of charka.

Well, I think initially the Shadow Clone jutsu was something that only Jonin knew how to do. The clones everyone else used were illusions, not actual doppelgängers.

At some point that got retconned, though, since Naruto was attempting to make shadow clones in his childhood in The Last. With the retcon, I'm pretty sure the scroll was forbidden because it taught how to produce a massive number of shadow clones (multi-shadow clone jutsu), which is dangerous for shinobi without huge chakra reserves.

Yes. Lots of top-tier ninja like Jiraiya, Orochimaru and Madara have casually used the technique at least once. Unlike Naruto, they usually use it only when they absolutely have to, like when they need a decoy or are fighting multiple opponents at once. Unlike the multiple version, they can't just pop out a swarm of them and overwhelm the enemy.

Naruto is so powerful that he could probably sense Orochimaru's chakra from across the country, zip over to him at light speed, then kill him by literally ripping his chakra out of his body before he can react. Orochimaru knows damn well that he gets to walk free because Naruto thinks his value as an asset to the village outweighs the energy it would take to kill him. So you better believe he's going to play nice and do what Naruto tells him.

Probably had the impure world jutsu to revive people and the previous Hokages signature techniques as well as a ton of suicide techniques which made it forbidden to learn from, most of that's head canon but the impure world jutsu is in there and that's enough of a reason.
