Curiosity as to what motivated her, and attempting to sway her loyalty back toward him. Tserriednich's nen beast despite how it looks is an extremely merciful one (Theta has now betrayed Tse twice, including attempting premeditated murder on him, and so far it's only let her off with a warning), and that is a foreshadow that Tse's actually a quite magnanimous person toward people he sees value in (which Theta very much is). There's a pretty good chance he'll even start by information gathering under the premise that someone's using manipulation nen on Theta.
Theta clearly isn't completely okay with the idea of killing Tse. She got extremely emotional afterward at what she'd done, thinking back to the gore and his corpse made her puke, and then she had the guilt-driven nightmare afterward. Depending on their relationship Tse could already know that her killing him is borderline unthinkable.
Either way the relationship between these two and the nen beast is by far the most interesting thing in the arc.

Tse needs to determine if she's being manipulated by a nen user (in which case killing her accomplishes nothing) or if she had an accomplice (which she does, and means his life is still in danger even after the attempt failed), if she's involved with another prince, if he can turn her into a double agent, etc. There's an enormous number of reasons not to kill Theta at this point in time.

There's no apparent hostility in the image. The specter isn't threatening retribution or repercussion, it's not immediately dangerous (IE fangs or weapons bared), it isn't even directly asserting that it's aware Theta betrayed him. It's Tse's mortally wounded face, asking her by name (thus making it personal) if he can trust her (which she knows he can't). Actually it goes further than that, "I can trust you, can't I?" asserts that she already has Tse's trust and that he wants to trust her.
It's a pretty cut and dry guilty nightmare. A specter being spooky is different from a specter being malevolent. The context, especially how she vividly recounts the gore of his death, is quite telling of her emotional state following the murder. If she was just shocked because her rational decision was met with irrational results it would be "How is this possible? What could have caused this?" Instead it's "oh god his brains were everywhere I saw it".

The long neck and the gaping mouth are because she's scared of him, they are still not inherently dangerous features in any way. Theta sees him as both a monstrous person but also a person who placed his trust in her. That's the core of her character conflict, she feels morally/fearfully obligated to kill Tserriednich but cares about him as well (explicitly stated for the reader when she takes comfort in putting him down painlessly).
In other words she's second guessing herself. The fact that this monstrous person she was so afraid of was reduced to a utterly vulnerable state, absolutely trusting her to the point where she was able to point a pistol at his forehead and shoot his brains out as he was standing there awake, clashed severely against her conscience after she saw the results of her actions.

Just like Melville in the mid-19th century, Togashi takes advantage of this resources. In particular comes to mind the parallel between Moby Dick's The Dock and Gon and Pitou's encounter. In both instances, the symbolic prowess of the narrative is at it's peak.
Ahab's golden coin becomes a symbolic vehicle, a mirror in which the crew of the Pequod can see themselves reflected and reinterpreted. In HxH's scene, Gon sees Pitou as a monster but Killua sees Pitou himself as a mother, two drastically different interpretations of the same scenario that reframe the core of the conflict. Pitou himself first tries to appeal to Gon's humane side, when that fails, he appeals to Gon's thirst for revenge. Gon desperately tries to cling to the image he had constructed of Pitou as a an uncaring monster but eventually has to grant him even just a bit of humanity.
This brings us back to Pascal's dissertation about human nature:
"What a Chimera is man! What a novelty, a monster, a chaos, a contradiction, a prodigy! Judge of all things, an imbecile worm; depository of truth, and sewer of error and doubt; the glory and refuse of the universe".
Indeed, man is but a chimera of contradictions and HxH's Chimera Ant Arc at it's peak is able to unravel them.

Togashi would never give the PoV to the "he knows the plot" character. Even in the chapters we got at the start of the arc, we had Popeye and Pariston as the PoVs. Even PARISTON is a more functional PoV than Ging.

Netero was V5's dog aswell, that's one of the main reasons he refused to talk it out with Meruem, the orders from V5 are of the highest authority in the entire world of HxH, V5 are the countinent leaders that allow the Hunter association to do as they please as long as they are 100% obedient, Netero left a resignement speech in order to take the blame for the semi-failed Chimera ant operation that left 2 countries disbanded and 550 000 dead instead of the blame being taken entirely by the Hunter's association.
This isn't Cheadle's fault.

The DC was never their property and it never will be. The V5 doesn't own the Hunter Association. Sure they take orders from the V5 but the V5 doesn't own the organization.

That's to be expect and quite obvious, the association is not a country and it would make no sense for them to appropriate lands and resources instead of the nations, they're like the army or mercenaries. They got to supervise NGL after CA but that's an exception and V5 didn't really care about that land nor wanted to have to handle the ants in there

NGL is under the hunters jurisdiction because an international treaty decided so, not because the hunters took it. The V5 decides who can go to the DC and the association has been employed and agreed to a contract, again think of them as mercenaries or the army, they have no say on anything that is not part of their assignment. As Pariston mentioned, they could have decided to go on their own without seeking the V5 approval and according to Pariston that's what Netero would have done, but it's to be seen how the V5 would have responded to that and even then, as transpires by Netero's message, their goal would have been to have the hunters be the pioneers of a successful exploration of the DC for the betterment of mankind, not to hunt for resources to keep for themselves

I should have used better words but I didn't mean like the Hunters would take all the resources for themselves but a couple of this and that or Leorio taking a single rice would do no harm, after all they are Hunters. It's not they gonna rob the place clean or ruling the continent. But the HA can also negotiate about the contract.
