Here's a run down.
Asuka has pride in her role as a pilot. It's pretty much the only thing she has pride in.
At that point in the story though, her performance is degrading. In that particular episode her sync rate drops hard.
Asuka doesn't take this well, coupled with her menstrual pain.
She enters the elevator and sees Rei, and immediately gets annoyed.
It's clear that Asuka was content on saying nothing on the elevator ride. But then Rei offers her advice and this sets Asuka off, ultimately culminating in Asuka slapping her and calling her a doll/pet. Despite that, she still follows Rei's advice (which didn't help.)
The reason I like this scene is because it's very raw and realistic. I remember a few times in my life being in similar situations, uncomfortable silence in a small space with people you don't care about. It's all within the theme of the show, forming human connections.

It's a situation that is suppose to make asuka feel awkward & uncomfortable, i imagine anno wanted the viewer to feel the same way.
To be fair, i do think they should have atleast animate them blinking and fidgeting or something.

What exactly did I make up? I literally gave a synopsis of the episode. The lack of animation and length of the scene can be attributed to the budget troubles, but it still works so what's the problem?

They could have done a ton of things to save time or money. But they choose this specific scene to stretch out for a reason.
They did a similar thing 3 times in total. And it was always appropriate including here.
Just because they had production issues, doesn't mean there are zero artistic reason behind it.
