Because they kind of do. Not really 18, but once you get out of uni/vocational school/just get into working life in general, then yes. You're supposed to be out there on the field when you're like 22/23, and then you're a drone for the collectivist good of the community. The whole reason Toriyama introduced "power levels" in DBZ was to show that Frieza's forces are overconfident and know less about true strength than they think they do. Right from the beginning, power levels are shown to be useless as a measuring stick, and none of the characters with actual fighting experience ever bother with them (Frieza does only because he's been coasting by with the power he was born with).
Wrong, Frieza's forces are overconfident because the main characters can HIDE THEIR POWER LEVELS, meaning that they get the wrong numbers.

Piccolo's power level increases while he's charging his finisher, and Gohan's briefly jumps from pathetic to ludicrously high. Most of the Frieza force use extremely basic energy blasts, and their power levels don't change significantly mid-fight unless they can transform.
Then when Vegeta and Nappa show up, the cast aren't hiding their power from them but deliberately using their strong power to draw them out. Nappa scans them and says they're about as strong as Raditz, and Vegeta warns him not to trust the numbers while fighting Earthlings.
