It goes off the rails. Just watch it. The animation is janky but the ride makes up for it.

It's a 26 episode series about a dude who loves the concept of Justice as depicted in Super Hero Time shows. It starts out pretty grounded in reality - nobody has superpowers, crime fighting solo is mostly useless, MC gets beaten up often. Then he gets slightly better at that, gets some completely-not-weapon gadgets and even becomes something like a mascot. And then the guy in the picture appears during completely ordinary raid on some drug lab, he's a transforming monster right from Kamen Rider - a gorilla bio-warrior with guillotine in his gut, who cuts several SWATs in half and proclaims the impending rule of an evil overlord King Torture. It only gets more crazy afterwards, but the shock of initial genre-shift was huge at the time.

Guillotine Gorilla.

It's basically a love-letter and homage to tokusatsu super hero shows. It goes through multiple small arcs exploring different genres and tropes, and is completely batshit at the same time. You're not supposed to take it completely at face value, because the genre-shifts and twists are completely nonsensical and bonkers just for the sake of being weird and surprising.
It's typically annoying to hear that something is "fun if you don't think about it, just trust me bro" or "it's just so crazy" but it's literally the only good way you could describe SamFlam and why it's good.
And it is good.

I really only enjoyed the first two genres. The progression was smoother, punctuated by a shocking swerve of action rather than happening during a slow point and it worked well as a story. The ones after that were more obvious and more clunky and just overall were not as fun.
