In the 12-hour system, 12:45 AM is 45 minutes after midnight. 12:45 PM is 45 minutes after noon.
12:45 AM is 00:45 in the 24-hour system.
12:45 PM is 12:45 in the 24-hour system.
You would never use 24:00, instead you go from 23:59 (a minute before midnight, or 11:59 PM) to 00:00 (or 12:00 AM]
