Does Jojolion pad itself with filler that contributes very little to its characters or plot like Part 4?

Occasionally, not nearly as badly as part 4 but there are a couple of filler fights and chapters. All the filler shit is at the very start though so once you get past it then there is no more filler.

If it doesn't contribute to the plot then it's filler however, that doesn't mean every filler are bad. Some battles can be good filler.

Every stand battle besides Milagro Man contributes to the plot. The plot is always moving forward, but you need to pay attention if you want to understand what’s going on.
