It won because there was enough outcry against Ralph 2 and for Spider-Verse that they finally stopped handing it to Disney out of obligation. I think it does mean a lot that it finally got such recognition, and I hope more productions realize that animation also can be used for primarily action movies. However, the reason why it won the award has less to do with the matter of aiming and just more to do with the immense biases against animation as a whole for the awards. Spirited Away won back in 2002, but ever since it’s mainly been Disney and Pixar passing the award around. People didn’t find Ralph 2 all that impressive compared to something more innovative.

They're different. Arcsys pretty much positions the frame manually, frame by frame, making key frames last longer, deforming the model for specific bits, etc. It's basically like positioning 3d models for 2d animation.
Most anime studios just do standard 3d animation and then cut the framerate (reducing the transition frames between the keypoints of the animation automatically) to achieve a more anime-like look. That just makes them look cheap though. And it's not even a matter of budget, but rather than just stupidity. When you get anime studios animating stuff for games they often do the same thing (see the CG animations in FE Echoes and Three Houses which were done by Khara). Aside from Arksys, other game studios generally just keep the high framerate, which doesn't work as well in emulating 2d but is still MUCH better than cutting the framerate.

A lot of who are in my opinion the best animators of Japan even held back on using too many 1s in crazy action scenes, because they could do more interesting stuff on lots of 2s and 3s like Iso and Utsunomiya. Thinking that isle of dogs is anything more than Wes Anderson jacking his style off at us is insane and retarded. It's a fine movie sure, but Spiderverse is objectively more important for the advancements it made in npr cg rendering alone. There were so many new systems and concepts put into the animation pipeline that it literally jetted Sony's animation department 10 years ahead in terms of technology. Just the depth of field effects and stylized frenel lighting are worth writing research papers about. Not to mention its script is tighter and it doesn't have the weak ass ending that isle of dogs did.
Tomino has a weird approach to this stuff; his beef with Evangelion was in the way that in his mind, it was played too straight. He didn't like SnK because he viewed it as violence porn with no substance, he doesn't like Evangelion because it doesn't present a way forwards with mental health issues, while making shinji a very "everyman" kind of person. It's a weird line but I feel like it comes from a very old school mentality.

As someone who was living out there till last month, I can tell you why. It's quite simple, the themes didn't connect to the wider audience nor did they get any of the in-jokes. Most of my Japanese friends around my age or from a working class background loved it. However a lot of other people I know just didn't get or understand it. My older friends both Japanese and Western failed to understand the significance of the movie.

But the problem is spiderverse just doubled down on everything that didn't work about the character, his lack of connection to peter and the multiverse bullshit. How can a character get better if the problems with him are ingrained into everything?

No one is arguing that but when something someone fucked up on is taken under new writers with new ideas with a new message and new take on the character than it does change the reason and purpose the original writes made for him. Spiderverse Miles is almost completely different character than comic miles and only shares similar story beats and does everything he tried to do but better without tacked on blatant racial pandering instead opting to have him as a living testament to Stan's original core idea behind Peter as Spiderman being able to be literally anyone which is enforced by the presence of other Spiderpeople and their stories. No one is tearing down original Spiderman but you. No one is taking Peter away from you. He's always going to be there. He's gotten a shitton of appearances and different adaptations in the past decade. Even when they killed Peter in Spiderverse BAM here comes an older version of the Peter we knew to take his place as the competent Spiderman while Miles is still trying to find his footing. Stop sperging out and gain some perspective holy shit.

The multi-verse stuff actually works in his favor, because it gives the potential of new things, like Spider-Gwen, which opens up the possibility of him getting his own villains and motivations towards things, rather than just being in Peter's Shadow (which he always will be of course), at least at the current rate, but taking him away from Peter does help him out some. Just as taking away Peter from Stark helps him out.
We'll never get anywhere with Miles (who is always going to be in the story now) unless we don't try to flip the script on some things, while true not all of it has been flipped, Spider-Verse certainly helped out a lot towards him, and opens the doors for future things. Whether it'll stand or not is up for debate, but as of right now there is hope for his character to be something that isn't just Black Peter.
Really I'd argue that stuff like female Thor is a bit more atrocious at this point as there is seemingly no real hope for possibility there.
