Truthfully FMA is neither, it was just good. Its biggest weakness is the mediocre art (please don't be a retard, mediocre is not bad, it's MEDIOCRE), I can't stress how important this is. FMA, between the manga and the various anime adaptations, never looked like something you will instinctively remember. It didn't have that kind of visual punch.
FMA is not power fantasy. It's jorney which has clean beginning and the end. You can't really add spin-off to such story.
I like setting in FMA, and you can make interesting new story with such setting, but without Arakawa herself or atleast her approval you can't add anything to story.
