I see everyone constantly complaining about this but I want to set things straight: He gave up. He tells himself at the beginning that he wouldn't and he acts as though he's trying but for all intents and purposes he has clearly given up by the time All Might shows up - he's just lying to himself. He lived his entire life with everyone around him telling him he would never amount to anything and he listened; he simply couldn't believe in himself strongly enough to think all of them were wrong. He had probably stopped considering alternatives to manifesting a quirk in early grade school. It was only after meeting All Might and being told that he could do it that he seriously gave it thought again. From that moment he has drive because the person he admired and respected most told him he was capable - told him he was worthy. It's not a story about someone who never gave up on himself and promised to prove everyone wrong. It's not about someone who never fell, but about someone getting back up. As it stands the universe is consistently clear that the path to heroism is sealed pretty tightly if you don't have a quirk. Even if you could succeed as a vigilante you wouldn't be able to make it into a hero course and become a pro - so long as the series stays consistent with that Deku giving up isn't unreasonable.
To top it off doing serious training - especially weight training - prior to turning 13/14 would be moronic. The other kids probably did some stuff but if they did any serious training they would have fucked themselves up for life.
